Cell Phone Billing Question?

Okay, so here's the story. My mom having money trouble so I'm going to live with my daddy for a while. Now my phones has been turned off for over two months. I think my phone will be back on before school starts but I was wondering if it's possible to somehow have the bill sent to my dad and have his name be on the bill and him pay it and stuff. Please help if you can. :D
